These include military threats such as shelling or drone attacks, radioactive, biological and chemical hazardous substances, blast pressure and, in some cases, natural events or break-ins. <\/p>\n<p style=\"font-weight: 400;\"> The term is often used synonymously with &#8220;protective shelter,&#8221; but there is a difference. &#8220;Protective shelter&#8221; is the umbrella term for any room with a protective function, and even a converted house basement can qualify. A bunker, by contrast, is a freestanding, usually underground or earth-covered structure that was designed from the ground up for this purpose. <\/p>\n<p style=\"font-weight: 400;\">Anyone looking into the topic quickly runs into a sobering figure: according to the <a href=\"https:\/\/www.bbk.bund.de\/DE\/Home\/home_node.html\">Federal Office of Civil Protection and Disaster Assistance (BBK)<\/a>, Germany currently has not a single fully functional public shelter. We put this into context further below, including what it means and why it matters for private preparedness. First, the basics: which types of bunkers exist, what they actually protect against, and what building or buying one costs.  <\/p>\n<h2 style=\"font-weight: 400;\"><strong>What types of bunkers are there?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">Bunkers can be distinguished by three criteria: location, construction material and purpose.<\/p>\n<h3 style=\"font-weight: 400;\"><strong>By location: above ground or underground<\/strong><\/h3>\n<p style=\"font-weight: 400;\">An underground bunker offers additional protection against pressure waves and radioactive radiation thanks to the surrounding soil, but it requires excavation work and, depending on its size, a building permit in Germany. An above-ground bunker needs no excavation, can therefore be erected more quickly, and is an option where the ground or the plot is unsuitable for installation below ground. One example: in the Netherlands, the subsoil is prone to erosion in many places, which is why above-ground solutions are structurally better suited there than an underground installation.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>By construction material: steel or reinforced concrete<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Prefabricated steel bunkers (wall thickness in the low double-digit millimeter range, usually S350 structural steel) can be manufactured modularly and delivered and installed within a few months. Reinforced concrete bunkers, on the other hand, are built monolithically on site or delivered as solid precast concrete elements, with wall thicknesses of around 20 cm. They take longer to build, but can be tailored individually to very different floor areas, from compact single rooms to several hundred square meters.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>By purpose: private, commercial, historical<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Private shelters are designed for individual households or families. Commercial and institutional bunkers serve to protect personnel, IT infrastructure, security material storage or test facilities. In addition, there are historical bunker complexes from the Second World War or the Cold War, some of which are still preserved in Germany but are for the most part no longer in operation.  <\/p>\n<h2><strong>What does a modern bunker protect against?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">The actual protective effect always depends on the specific construction, the distance to the event, the type of threat and the technical equipment. A bunker does not protect against &#8220;everything&#8221; across the board \u2013 but individual mechanisms of action can be described in technically reliable terms. As a benchmark for self-sufficiency, the <strong><a href=\"https:\/\/www.bbk.bund.de\/\">BBK<\/a><\/strong> recommends being able to manage for at least 72 hours without outside help. In the event of a nuclear incident, the bulk of the acute radiation only decays after about seven days, which is why many compact shelters are designed for a period of 3 to 7 days. Larger facilities can also sustain considerably longer stays. The most important mechanisms of action at a glance:     <\/p>\n<ul style=\"font-weight: 400;\">\n<li>Mechanical impact: Massive steel or reinforced concrete shells withstand debris, fragments and pressure waves. For example, the <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/high-security-construction-projects\/bunkers-shelters\/house-bunker-safeoffice-autonomous-shelter\/\">above-ground shelter that BSSD manufactures together with Veloform<\/a> is designed to resist drone attacks, mortar fire and 107 mm rocket fire. <\/li>\n<li>Nuclear, biological and chemical (NBC) hazardous substances: <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/high-security-construction-projects\/bunkers-shelters\/atomic-safe-shelter\/\">gas-tight constructions<\/a>\n<p style=\"font-weight: 400;\">In combination with<\/p>\n<p>an <a href=\"https:\/\/www.bunker-bssd.de\/en\/produkte\/shelter-equipment\/filter-systems-and-valves\/\">NBC filtration<\/a> system retain up to 99% of known chemical, biological and nuclear particles, according to the manufacturer. Filter performance scales with the size of the facility; common levels are 40, 75, 150 or 300 m\u00b3\/h of air throughput. <\/li>\n<li><strong>Blast pressure:<\/strong> <a href=\"https:\/\/www.bunker-bssd.de\/en\/produkte\/shelter-equipment\/filter-systems-and-valves\/\">Blast protection valves<\/a> on the supply and exhaust air prevent a pressure wave from entering the interior through the ventilation.<\/li>\n<li><strong>Break-in and unauthorized access<\/strong>: <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/shelter-equipment\/doors-and-escape-routes\/armored-doors-for-safe-rooms\/\">Armored doors<\/a> with multiple locking points (sixfold systems are common) secure the entrance against forced entry.<\/li>\n<\/ul>\n<h2 style=\"font-weight: 400;\"><strong>Buying or building a bunker: what options are there?<\/strong><\/h2>\n<h3 style=\"font-weight: 400;\"><strong>Prefabricated steel bunkers<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Modular steel bunkers are the fastest way to get a functional shelter. They come with an armored door with sixfold locking, an emergency exit and a <a href=\"https:\/\/www.bunker-bssd.de\/en\/produkte\/shelter-equipment\/sanitation\/\">dry toilet<\/a> including accessories. The B0 and B1 bunkers are designed as single-room solutions. The B2 combines several steel modules into a structured room system with its own civil protection bunks for four people. <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Custom reinforced concrete bunkers<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Where standard sizes are not sufficient, BSSD plans <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/high-security-construction-projects\/bunkers-shelters\/concrete-bunkers\/\">reinforced concrete bunkers<\/a> as monolithic one-off builds, with usable areas of about 30 to over 300 m\u00b2. This solution is aimed at projects with greater space requirements or special demands, such as critical infrastructure, public authorities or larger businesses. Because structural engineering, soil conditions and equipment are all factored in individually, the cost calculation requires a separate planning phase, which for larger projects usually takes around two weeks before BSSD can submit a concrete quote.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Above-ground solution without excavation<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Together with Veloform, BSSD is developing an <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/high-security-construction-projects\/bunkers-shelters\/house-bunker-safeoffice-autonomous-shelter\/\">above-ground shelter<\/a> with 16 m\u00b2 of floor area and 20 cm reinforced concrete walls that can be installed without excavation and can optionally also be sunk underground to further increase blast and radiation protection. It is available in three equipment levels (V1 basic model, V2 comfort, V3 premium) and is equipped for several days of self-sufficient use with sleeping places, shower, toilet and kitchenette. The construction time is around 70 working days. For plots with difficult soil conditions, such as the erosion-prone subsoil common in the northern German marshlands along the North Sea coast (Lower Saxony, Schleswig-Holstein, Hamburg), this above-ground construction method is often the more practical choice compared to an underground installation.   <\/p>\n<h2 style=\"font-weight: 400;\"><strong>What does a bunker cost?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">Prices vary greatly depending on construction method, size and equipment. For individually planned reinforced concrete bunkers, the construction time depends on the specific scope of the project. <\/li>\n<li><strong>Price transparency:<\/strong> BSSD publishes fixed prices for the three steel models B0 to B2, whereas many providers on the market only quote prices on request.<\/li>\n<li><strong>Market comparison: <\/strong>According to <strong><a href=\"https:\/\/www.iz.de\/service\/epaper\/2026-09-03\/immobilienzeitung\">Immobilien Zeitung<\/a><\/strong>, market prices for retrofitting an existing basement into a shelter range roughly between \u20ac35,000 and \u20ac50,000, and a shelter planned at the same time as new construction is often cheaper. A finished, externally attached shelter is usually quoted at around \u20ac75,000. <\/li>\n<\/ul>\n<h2 style=\"font-weight: 400;\"><strong>Does a bunker need a building permit?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">For underground bunkers, the answer is yes: in terms of building law, they almost always count as habitable space or a special building and therefore require a permit, regardless of size or federal state. The exemption common in many federal states for smaller ancillary buildings (often permit-free up to 40 m\u00b3) generally does not apply to underground shelters. <\/p>\n<p style=\"font-weight: 400;\">For above-ground solutions, the answer is: it depends. Whether they fall under the permit exemption for ancillary buildings is decided by the respective state building code together with the size, use and classification by the building supervisory authority. Anyone planning concretely should clarify the question with the responsible lower building supervisory authority before construction begins. BSSD accompanies this step as part of project planning.  <\/p>\n<h2 style=\"font-weight: 400;\"><strong>How is a modern bunker constructed?<\/strong><\/h2>\n<h3 style=\"font-weight: 400;\"><strong>Shelter shell<\/strong><\/h3>\n<p style=\"font-weight: 400;\">Depending on the model, the shell consists of 12 mm thick S350 steel with 5 cm of perimeter insulation, or of at least 20 cm of reinforced concrete. The Bunker B2 additionally uses a double steel body, which further increases structural stability. Industry-wide, the minimum requirement is a pressure load of around 10 t\/m\u00b2. For classic basement shelters, the usual wall and ceiling thickness ranges from 30 to 60 cm according to <strong><a href=\"https:\/\/www.iz.de\/service\/epaper\/2026-09-03\/immobilienzeitung\">Immobilien Zeitung<\/a><\/strong>, depending on the threat scenario, the installation depth and the number of floors above.   <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Access points and emergency exit<\/strong><\/h3>\n<p style=\"font-weight: 400;\">The main entrance is via an armored door with sixfold locking. If this is blocked in an emergency, a separate emergency exit is available. <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Ventilation and filtration<\/strong><\/h3>\n<p style=\"font-weight: 400;\">An NBC gas filtration system keeps the interior gas-tight and builds up a controlled overpressure via the air inlet. Depending on the size of the bunker, systems with <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/shelter-equipment\/filter-systems-and-valves\/va-40-ventilation-system\/\">40<\/a>, <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/shelter-equipment\/filter-systems-and-valves\/va-75-ventilation-system\/\">75<\/a>, <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/shelter-equipment\/filter-systems-and-valves\/ventilation-system-va-150\/\">150<\/a> or <a href=\"https:\/\/www.bunker-bssd.de\/en\/shop\/shelter-equipment\/filter-systems-and-valves\/ventilation-system-va-300\/\">300 <\/a>m\u00b3\/h of air throughput are used, which according to the manufacturer retain up to 99% of known chemical, biological and nuclear particles. Blast protection valves additionally secure the supply and exhaust air.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Power Supply<\/strong><\/h3>\n<p style=\"font-weight: 400;\">The steel models B0 to B2 come as standard without an integrated emergency power supply. Anyone who needs a self-sufficient power supply can turn to portable systems (such as <a href=\"https:\/\/www.bunker-bssd.de\/en\/produkte\/accessories\/electrical-accessories\/\">EcoFlow products from the BSSD range<\/a>) or to a separately configured solution. A smart building control system is also optionally available, which centrally controls lighting, filtration system and sensors via tablet, smartphone or PC, with an optional LTE emergency connection in case of a network outage.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Sanitation<\/strong><\/h3>\n<p style=\"font-weight: 400;\">As standard, the steel models have a dry toilet installed, including 50 fecal bags and 25 fecal sacks. A water toilet as well as water and fecal tanks can optionally be retrofitted. The above-ground House-Bunker has a shower and toilet from the basic model onward.  <\/p>\n<h3 style=\"font-weight: 400;\"><strong>Additional equipment<\/strong><\/h3>\n<p style=\"font-weight: 400;\">On request, available options include video surveillance, motion detectors, an alarm system, oxygen meters for indoor and outdoor use, and an EMP-protected security door.<\/p>\n<p style=\"font-weight: 400;\">The above-ground House-Bunker is not meant to look like a concrete room. A screen module simulates a window, and this is part of the basic equipment. The premium version adds an LED window with a garden view. The name really says it all: &#8220;SafeOffice.&#8221; In everyday life, the room is a home office, guest room or simply a retreat in the garden. In an emergency, it becomes a protective shelter within a short time.     <\/p>\n<h2 style=\"font-weight: 400;\"><strong>Which bunker suits which plot?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">With stable ground and enough space for earthworks, an underground steel or reinforced concrete bunker is usually the solution with the highest level of protection, since the surrounding soil provides additional shielding. With difficult soil conditions, such as a high groundwater level or erosion-prone subsoil, as found in parts of the Netherlands, an above-ground solution without excavation is often the more practical option. For larger numbers of people or special space requirements beyond the standard sizes, an individually planned reinforced concrete bunker is a good fit.  <\/p>\n<p style=\"font-weight: 400;\">As a rough rule of thumb for space planning, according to <strong><a href=\"https:\/\/www.iz.de\/service\/epaper\/2026-09-03\/immobilienzeitung\">Immobilien Zeitung<\/a><\/strong>: a shelter in a basement can be set up from about 8 m\u00b2, and becomes reasonably usable from around 15 m\u00b2. About one square meter is taken up by the ventilation system and another by the dry toilet, while the remaining space can be used for supplies or as a hobby room as long as no crisis occurs. <\/p>\n<h2 style=\"font-weight: 400;\"><strong>Are there still functional bunkers in Germany?<\/strong><\/h2>\n<p style=\"font-weight: 400;\">In 2007, the federal government and the states jointly decided to stop maintaining public shelters. The East-West conflict was considered over, and a conventional war in Europe was considered unlikely. The result: according to the <a href=\"https:\/\/www.bbk.bund.de\/DE\/Themen\/Risikomanagement\/Baulicher-Bevoelkerungsschutz\/Schutzbauwerke\/Oeffentliche-Schutzraeume\/schutzr%C3%A4ume_node.html\"><strong>Federal Office of Civil Protection and Disaster Assistance<\/strong><\/a>, there is currently not a single fully functional public shelter left in Germany. According to <a href=\"https:\/\/dserver.bundestag.de\/btd\/20\/012\/2001246.pdf\"><strong>a response by the Federal Government to a minor interpellation in the Bundestag<\/strong><\/a> from March 2022, there are still 599 former facilities with a total of 487,598 places, whose filters, seals and ventilation technology, however, have not been maintained for years, as reported by <strong><a href=\"https:\/\/www.zdfheute.de\/politik\/deutschland\/zivilschutz-bunker-schutzraeume-deutschland-100.html\">ZDFheute<\/a><\/strong> and <a href=\"https:\/\/de.euronews.com\/my-europe\/2026\/05\/30\/deutschlands-bevolkerung-schutzlos-kein-staatlicher-bunker\"><strong>Euronews<\/strong><\/a>, among others. Most of them are now used as basement bars, storage rooms or hobby rooms, and the original protective technology is for the most part likewise no longer maintained. A bunker is a freestanding structure that was built from the ground up for this purpose. <\/p>\n<h3 style=\"font-weight: 400;\"><strong>What does a private bunker cost?<\/strong><\/h3>\n<p style=\"font-weight: 400;\">At BSSD, prices start at \u20ac79,000 for an underground steel bunker (Model B0, 9.6 m\u00b2) and at \u20ac59,321.50 for an above-ground shelter (House-Bunker V1, 16 m\u00b2), each including VAT and excluding shipping costs.
